In 2016, the Commonwealth Department of Finance initiated the National Property Efficiency Program (NPEP), with the Adelaide CBD selected as the pilot.

The goals of the NPEP were to maximise the potential of the Commonwealth’s negotiation position for accommodation leases by grouping agencies into clusters with similar lease expiry dates. The grouping would also provide an opportunity to reduce the total space required by allowing facilities such as meeting rooms and amenities to be shared between agencies.

The 22 agencies were occupying approximately 51,000m² in the Adelaide CBD and  were grouped into three clusters. Xact subsequently prepared a Cost Benefit Analysis on the preferred cluster of agencies.
